ISLAMABAD: The debate over the creation of new provinces in Pakistan has not come to an end, and political developments on the issue are expected to gain momentum in the coming months, according to an analysis by senior journalist Sohail Warraich. In his column, “There Is No Full Stop on New Provinces, Only a Comma,” Warraich suggests that Bilawal Bhutto Zardari’s recent remarks about putting the issue on hold should not be interpreted as a permanent end to the proposal. Instead, the matter may have been temporarily deferred, while the reported deadline for legislation by March 2027 remains significant. According to the column, the PML-N has reportedly agreed in principle to the creation of new provinces in Punjab, although their formation may be considered after the 2029 general elections. A proposal to divide Punjab into four administrative units has also reportedly been discussed. The analysis further suggests that Maryam Nawaz may focus on development and public welfare initiatives over the next two to two-and-a-half years to build public support. Meanwhile, the PPP is said to have reservations about dividing Sindh. An alternative proposal reportedly under discussion involves granting federal territory status to Islamabad, Gwadar and Karachi, while retaining Karachi as the capital of Sindh. The column also refers to discussions about the creation of new provinces in Balochistan and the changing political situation in Khyber Pakhtunkhwa. It further suggests that PTI’s parliamentary leadership could potentially support legislation on the issue, although approval from the party’s founder may remain a major obstacle. Warraich identifies the final two months of 2026 and the first three months of 2027 as particularly important for the country’s political landscape. However, these points reflect the columnist’s analysis and reported political discussions; no final government decision on the creation of new provinces has been confirmed.
